Over the past decade COMPLEX has published three strategy reports which, taken together, encompass the entire planetary system and recommend a coherent program of planetary exploration.

The highest priority for outer planet exploration during the next decade is intensive study of Saturn (the planet, satellites, rings, and magnetosphere) as a system.
